In considering IEER levels, the CEE Commercial HVAC     Committee considered the relative unit level energy savings potential and the availability of eligible equipment at the       different equipment sizes covered by the specification. In order to obtain a representative picture of high efficiency model   availability at different tonnages, the CEE Commercial HVAC Committee opted to use benchmark IEER reported values (obtained from AHRI) of the major unitary HVAC manufacturer and known manufacturers that produce and report IEER values for their higher efficiency products. Using the reported benchmark values, the CEE Commercial HVAC Committee analyzed the levels with the objective to balance achievable energy savings with adequate qualifying product lines at each tonnage. The results of the CEE Commercial HVAC Committee analysis are shown below.
